Overview
INSTALL Local 1823 is the floor covering and window treatments arm of the Metropolitan Regional Council of Carpenters, covering eight counties in southeastern Pennsylvania, the state of Delaware and eastern Maryland.
INSTALL was created back in the 1990s to raise the bar on installation, therefore reducing complaints and customer callbacks and material waste. The word “INSTALL” stands for International Standards & Training Alliance a training and certification program for floor covering union members of the United Brotherhood of Carpenters. INSTALL works with industry partners to keep training up to date with what’s needed on the jobsite. There are nearly 100 floor covering mills and manufacturers, including Armstrong, Mohawk, Mannington, Pergo and Shaw, who are INSTALL partners. An international labor-management committee steers curriculum based on current industry trends and labor needs — identified by working closely with top industry manufacturers.
INSTALL Local 1823 combines experience of nearly 400 local floor covering professionals who understand the Philadelphia and vicinity construction market with the advise and knowledge of technical and educational expertise from the national INSTALL partnering mills and manufacturers.
INSTALL Local 1823 apprentices must complete a four-year training program and successfully complete a certification exam before joining the existing journeymen. Professionals are trained for:

- Hardwood
- Linoleum, vinyl, and other resilients
- Laminates
- Vinyl Composition Tile
- Artificial Turf and Sports Surfaces
